Just keep pluggin away. Its a great organisation with great people and lots of effort. It will pay off eventually and just needs more of the same. Perhaps some promo posters from a helpful printers who is looking to sponsor somebody may help.

car stickers, witch can be made with HCR 92.FM of somethink like that on it that the public could put in the back car window

Carstickers are good, posters need posting (obvious but that requires time and labour and they're temporary), word-of-mouth has served us well, adverts in the local press are a WASTE of money. Has anyone noticed how the commercial stations always preach that RADIO is the best way to promote? So some creative presenting always helps. I'm looking for someone prepared to stand (without causing an obstruction) near the bridge with a banner. In one day, at peak times, that's 1000+ people sat in traffic jams for 10-20 mins with nothing to do but play with the radio. Perhaps that's a lousy idea

On the contrary, I think that's a great idea. The more unconventional the better.
You could try finding a local garage or some other kind of business that has the radio on at all times due to the nature of the job and try and get them to switch for one day (preferably one where there's lots going on). Se e who stays. Obviously there's got to be an incentive - but usually people are sick of the small playlists so they're up to trying something new. That and, because it's a local radio station, they're more likely to get their requests played than on Radio 1 or whatever.
Don't do posters, do targeted specific notices like "If you listen to HCR, you're going to get:" then list some of the highlights of the week. You could update them, just for people to put up around their schools or workplaces - even if it's just background it might click with one or two people.
Can I suggest stationery? Stationery's all good. You could have a load of fun doing poor puns with that too. How many times have you had a strange pen and someone's gone "Oh, where'd you get that?" Well it's happened to me a few times, if they're decent pens they also ask for one. Chances are, you ask for a pen they'll tune in out of curiosity.
I suppose I could sum up my post with "try to get people talking. Try to force viral marketing."
And now, for something completely different
Well, not totally different. I think it might be an idea to start playing highlights/clips of random shows to get people listening for longer/at a different time than they would usually.
